Under 5 miles on flat ground: a light single-motor scooter is enough. Hills or 10+ miles: look for 48 V or more and at least 500 Wh.
UL 2272 means the battery and electrical system passed US fire-safety testing. It's worth paying a little more for.
Solid or honeycomb tires never go flat; pneumatic (air) tires ride smoother and grip better in the wet.
