Off-road scooters are the SUVs of personal electric vehicles: heavy, powerful and happiest when the pavement ends. The formula is consistent — two motors, 11- to 14-inch pneumatic tires with deep tread, and hydraulic suspension at both ends.
We rank them on power and comfort first, then range and value. Every scooter here is heavy, so portability doesn't count; build quality and seller support do, because you will eventually need a part.

13–14" pneumatic tires with knobby tread grip gravel, sand and dirt. Tubeless is a bonus.
Hydraulic shocks front and rear, ideally adjustable, keep the wheels planted.
Dual motors matter more than peak watts; being able to switch to one motor extends range on easy ground.
Hydraulic discs at both ends are the minimum at these speeds and weights.

Physically yes, but knobby tires wear quickly and are noisier on asphalt, and many high-power models aren't street-legal without registration in some states.
Most off-road models only claim waterproof connectors without a formal IP rating. Avoid deep water and dry the scooter after muddy rides.
At 40+ mph treat it like a motorcycle: full-face helmet, gloves, jacket with armor and sturdy boots.
